Cycle Alton response to the proposed Holybourne housing development

Redbrown Limited has submitted proposals to develop land in Holybourne for 160 homes.

Sue and Les of Cycle Alton submitted a superb technical response stating our objections, and Les presented this to the Alton Town Council (ATC) Planning Committee.  We’re pleased to note that in their response to East Hampshire District Council (EHDC) Planning Department a few days later, ATC included the points we raised: On transport, we note that there is no significant public transport service. The council is interested in the comments of Cycle Alton and note that an opportunity to improve cycling and safety has not been taken.

We are very concerned that the Local Transport Note for Cycle Infrastructure Design (LTN1/20), which ought to have significant weight in planning decisions, appears not to have been taken into account at all.

Similarly, the LCWIP [Local Cycling & Walking Infrastructure Plan] has significant material weight in determining planning applications (e.g. NPPF para. 111). Both of these frameworks would indicate that the application ought to be refused.

The council supports the comments of Cycle Alton regarding how the LCWIP ought to be used to plan for more sustainable housebuilding with better cycle routes.
