Local Cycling & Walking Infrastructure Plan (LCWIP)

The East Hampshire District Council LCWIP had to be reworked in 2023 to accommodate the new government guidelines issued in LTN 1/20.
 

Following workshops with stakeholders, including a number of Cycle Alton supporters, and a public consultation, a new LCWIP was approved by Hampshire County Council in 2025.

There are now five core design principles identified as necessary to encourage more people to walk or cycle, based on best practice both internationally and across the UK.  Networks and routes should be Coherent; Direct; Safe; Comfortable and Attractive, as well as accessible by all.
 

Primary Routes are major trip generators; secondary routes connect to local centres.

In Alton, two primary routes were identified:

Medstead-Road-junction-to-High-Street.jpg

Route 210 extends from the A339-Medstead Road junction to the High Street

Holybourne-to-Alton-Sports-Centre-map.jpg

Route 200 extends from Holybourne to the junction of Chawton Park Road and Northfield Lane

Construction of these as suitable cycling routes will, of course, depend on funding from central government, developer contributions and other grants.
